Singapore Law Amendment Allows Casinos to Accept “Cashless Bets” but Prohibits the Use of Cryptocurrencies to Mitigate Money Laundering Risks

Singapore passed the “Casino Control Amendment Bill” on September 10, allowing two local casinos to accept “cashless bets.” However, to mitigate money laundering risks, the use of cryptocurrencies as casino chips is prohibited. According to Singaporean media outlet “Asia News Channel,” the Minister of State of the Ministry of Home Affairs and Ministry of Social and Family Development, Sun Xueling, stated in Parliament that the cashless betting method will include extracting “virtual chips” directly from cashless gaming accounts or digital wallets and then placing bets at the tables or machines.

Sun Xueling explained that this measure aims to modernize the casino industry by introducing new gaming modes, reducing cash handling risks, enhancing security, lowering operational costs, and providing more convenience to casino customers. She further stated that the recently passed amendment does not permit the use of cryptocurrencies for betting. The Singaporean Gambling Regulatory Authority (GRA) also has no intention to allow the use of cryptocurrencies as casino gambling chips because of the associated money laundering risks.
